3. Amal al-Kubaisi is the first female speaker of parliament of the Arab Emirates. She has been in parliament since 2006. In October, more than 220,000 selected citizens helped elect the Federation Council. It was only the third time that members of parliament were elected in the oil-rich Gulf Emirates. The voters decided on 20 seats, the remaining 20 parliamentarians were appointed by the emirs. Nine of the members of parliament are women. One was elected, the others appointed by the rulers.
